CHICAGO (August 15, 2007) – The State of North Dakota has chosen Initiate Systems, Inc., to implement a new Master Client Index (MCI) as part of the State’s conversion to a new Medicaid Management Information System (MMIS). Initiate Systems is a leading provider of Master Data Management (MDM) solutions that enable organizations to create real-time views of data spread across multiple systems and databases.
“The State is implementing the new system to meet an increasing need to improve data sharing across departments and programs,” said Jennifer L. Witham, Director of Information Technology Services Division, North Dakota Department of Human Services. “This will let us look at things holistically and better coordinate the services we provide.”
This initial project is expected to index up to 500,000 records currently contained within the state’s 20-year-old master client index and used by Medicaid, Temporary Assistance for Needy Families (TANF), Food Stamps, Child Support Enforcement, Developmental Disabilities and the Child Welfare Information Systems.
Proof of Concept
The contract was awarded to Initiate Systems after the State conducted a proof-of-concept test that demonstrated the accuracy of the Initiate Identity Hub™ software across data sources. The competing parties were required to work within a “prepared” database, where error rates and cross-source linkage rates were pre-determined. The State’s testing goal was to identify which offering provided the most accurate results. Initiate Identity Hub™ software identified data quality issues within one percent of target results.
